Dr. Amr Talaat Holds Roundtable with the Digital Transformation Committee at the American Chamber

Dr. Amr Talaat, Minister of Communications and Information Technology, held a roundtable meeting with the Digital Transformation Committee at the American Chamber of Commerce in Cairo (AmCham Egypt), in the presence of leading companies operating in the telecommunications and information technology sectors.
Cooperation
The meeting discussed avenues of cooperation between the Ministry of Communications and Information Technology and AmCham Egypt’s Digital Transformation Committee in the fields of artificial intelligence, cybersecurity, cloud computing, data centers, and data protection, within the framework of public-private sector collaboration.
Attracting Foreign Investment
Dr. Talaat affirmed the government’s commitment to creating a supportive and attractive environment for foreign investment in the ICT sector, highlighting the incentives offered to global companies operating in this field.
He praised the strong cooperation between the public and private sectors in telecommunications and information technology, and expressed his aspiration to further strengthen this collaboration in the coming phase, stating: “We are keen to enhance cooperation based on mutual interests with the private sector and to listen to all their proposals.”
Digital Government Maturity
Dr. Talaat pointed out that Egypt has advanced 47 positions in the Digital Government Maturity Index 2025, issued by the World Bank, strengthening its position among leading countries in digital government within Category (A) the highest tier in the index and reaching 22nd place globally.
Updating Training Programs
He explained that the Ministry of Communications and Information Technology is continuously updating its training programs to keep pace with rapid developments in the labor market, with the aim of empowering youth to access job opportunities and enhancing their competitiveness.
He called on ICT companies to submit proposals for developing training programs and introducing new specializations to better prepare qualified talent for employment in these companies.
Private Sector Participation
The Minister emphasized that the Ministry welcomes private sector participation in consultation sessions during the drafting of ICT-related legislation, which serve as a form of community dialogue aimed at producing the best possible legal frameworks. He noted that the Ministry is currently preparing a draft law on data classification and exchange, and that consultations will be held with members of AmCham Egypt’s Digital Transformation Committee to gather their feedback before submitting the draft to the Cabinet and then to the House of Representatives.
Data Protection
Dr. Talaat stressed the government’s commitment to data protection and to avoiding the use of any unlicensed software in digital government operations. He noted that the Ministry is studying the use of open-source software alongside solutions developed by global companies, in addition to its efforts to establish data centers.
Digital Egypt Strategy
During the meeting, members of the American Chamber of Commerce in Cairo praised Egypt’s Digital Strategy, which reflects the country’s achievements in enhancing digital innovation and artificial intelligence, building capacities, developing digital services provided to citizens, attracting further investment in the ICT sector, and increasing digital exports.
They also commended the Ministry’s achievements in the outsourcing sector, which have positioned Egypt as a global hub in this promising industry and strengthened its standing on the global outsourcing map, serving as a strong incentive for international companies to expand and increase their investments in Egypt’s telecommunications and information technology sectors.
