Problem
Due to the importance of raising awareness about job quality and employee retention in the Egyptian labor market, especially for technical and vocational workers, the German International Cooperation (GIZ), through the Labor Market Access Project (LMAP) in collaboration with the International Labour Organization (ILO), developed the “Turnover Cost Tool” to measure the cost of employee turnover in the workplace. This tool enables companies to optimally assess their employees and retain them, avoiding losses caused by high employee turnover. However, this tool needs to be represented as an application to facilitate its use and accessibility for different companies.
The application will be used by finance staff, HR officers, operations managers, and business owners from small and medium enterprises in Egypt to help them understand the financial impact and losses resulting from employee turnover, as well as to improve methods and approaches for evaluating and retaining employees.

Requirements and Constraints
Participation Terms and Criteria:
Applications must be submitted as a team of up to 4 members, covering all the required expertise.
Submit the application form and fill in your ideas on how to transform the tool into an online application, ensuring minimal cost, high scalability, and ease of use.
The team must be capable of fully developing the tool on its own without requiring technical support from the hackathon organizers.
Expected Deliverables
Tool Description and Criteria:
The “Turnover Cost Tool” is an Excel spreadsheet that allows inputting a set of data through a single file and generates a single output in one file as well. The tool is based on simple formulas such as addition, multiplication, division, etc., and does not include macros or advanced algorithms.
Application requirements:
The application must be available online in both English and Arabic.
It must allow user accounts with different permission levels.
It should provide turnover cost information easily and automatically based on the entered data.
The application must be secure and free of errors (bug-free) while ensuring the safety of the entered data.
The application must be easy to use for all types of users and flexible in terms of upgradability.

All submissions must be completed by Wednesday, November 15, 2017 at 12:00 AM. Late entries may not be considered.
Rewards:
All hackathon participants will receive participation certificates in recognition of their contribution.
The winning team will receive the following prizes from the German International Cooperation (GIZ):
Smartwatches
Training in creative and design thinking provided by GIZ
Hackathon winner certificates
Funding of up to 30,000 Egyptian pounds to fully complete the application (according to a timeline and budget submitted after the hackathon)
Second and third place winners will receive:
A set of Virtual Reality (VR) devices for the team
Certificates for second or third place in the hackathon
