The Global Intellectual Property Center “GIPC,” U.S. Chamber International IP Index, Fifth Edition, issued in February 2017, recognizes the indispensable role of intellectual property, in facilitating innovative and creative activity on a transformative scale. GIPC voiced Egypt’s key areas of strength as a WTO member with basic national IP framework in place. The center also highlighted the relative freedom of patent CIIs and support from government agencies. US IP Index emphasized the challenging enforcement environment and lack-of border measures.
Processes
- Activity License for NewSoftware Products, IT Enterprises, Net Cafés, and Computer Games Shops:
Those who wish to apply for an activity license should fill in the Activity License form (in Arabic: إستمارة ترخيص مزاولة نشاط للمنشآت كود إ.ت.م. – إصدار رقم 2012/01-3)) at ITIDA premises in Smart Village. Form filling must be hand-written in Arabic and signed by the enterprise director, product owner, shop owner or the legal representative. IPR Office requires true copies of Commercial Register(or announcementdecision), taxpayer registration, director’s criminal record and national ID, lease or property contract (should be valid and covering license period), one photocopy of the director (colored 4x6" (10x15cm) with white background), a sketch of the SW enterprise, and 2 inside/outside photocopies for net cafes and computer games shops.The license can be delivered on the same day or within 48 hours at most.
- Depositlicense for New Software Product or New Version of Current Ones:
Deposit License form (in Arabic:إستمارة إيداع كود إ.إ - إصدار رقم 13/9-3 ( should be filled in Arabic hand-written. The owner/author of software must sign the form at the IPR Office and his bank must verify the signature by seal.The requirements include two copies of the product, stored in a medium like CD or flash memory. Print first and last ten pages of the code used in programming the product, or an equivalent to 10% of its source code.Describehow to use the productand its functions. Clarifyits programming language and operating systems needed to operate the product. A photocopy of the owner ID if the applicant is an individual.The commercial register, taxpayer registration, company contract, director’s national ID, operating authorization (practicing license) in case the applicant is a company, body, institution, association, union, etc. The license can be delivered on the same day or within 48 hours at most.
- Restrictions on action received on computer works:
The form of “restrictions on action received on computer works,” (in Arabic:(استمارة قيد تصرفات كود إ.ق. إصدار رقم 1 should be filled in Arabic hand-written.All acting parties, the author, and financial concession owners, sign the format the IPR officeand his bank must verify the signature by seal.Attach all the requirements, which include financial concession licenses contracts, of the product for others.In case of contracts written in other languages than Arabic, you should enclose an Arabic certified translation. A copy of the applicant’s national ID.In case, the acting parties are individuals, please provide a personal photo.The commercial register, taxpayer registration, company contract, director’s national ID, operating authorization (practicing license) in case the applicant is a company, body, institution, association, union, etc. The license can be delivered on the same day or within 48 hours at most.
- A License for Copying, Selling, and Circulation of a Software Product:
The applicant should fill a form in hand-written Arabic to authorize copying, selling, and circulation of a software product. The form includes the name of the product, deposit number, deposit date and the number of copies.The license can be delivered on the same day or within 48 hours at most.

Below is the historical background of IPR in Egypt:
- Prime minister decree no. 497 of 2005 on issuing the Executive Regulations for Book III of Law no. 82 of 2002 “on Protection of Intellectual Property Rights.”
- The circular no. 26 of 2008 on the Economic Courts, issued by the Public Prosecutor on October 20, 2008, implements Law no. 120 of 2008 establishing the Economic Courts. It aims to accelerate the review process of the cases on economic matters including those involving intellectual property.
- Prime ministerial decree no. 2202 of 2006 on amendment of some provisions of the Executive Regulations for Book III, of Intellectual Property Rights Protection, issued by Law 82 of 2002.
- Article 2(9) states that the Economic Courts claim jurisdiction to decide over the infringements provided for in Law 82 of 2002 of protection of Intellectual Property Rights.
- This prime minister decree amends some provisions of the executive regulation of Book III (Copyright) of Law 82 of 2002.
