HAQQ Legal AI, a company specialized in developing an AI-powered operating system for the legal industry, has announced that it has raised a total of $3 million through a range of financing instruments.

The funding aims to accelerate the development and deployment of legal AI solutions and legal practice management systems across Egypt and the Middle East and North Africa region.

Investors

The funding round was led by Sowlutions Ventures, with participation from HITEK Ventures, Corona Legal, IM FNDNG, Highworth, Razor Capital, SYMAX, and Hamady Trust, in addition to a number of strategic partners.

HAQQ Legal AI is also a member of the NVIDIA Inception Alliance program, strengthening its advanced AI infrastructure and supporting the development of scalable, intelligent legal solutions.

An Integrated Platform

Antoine Kanaan, Founder and CEO of HAQQ Legal AI, stated that the company is building a fully integrated legal AI platform that combines native legal intelligence, law firm management systems, payment solutions, and enterprise infrastructure within a unified legal operating system.

He noted that the platform currently serves more than 7,000 clients, including in-house legal teams at large institutions, law firms, professional syndicates, courts, public entities, and individual users. The platform is designed to ensure secure, auditable legal work that complies with jurisdiction-specific regulatory frameworks.

Institutional Legal Intelligence

He added that the company does not offer generic legal AI tools, but rather delivers contextual, institutional-grade legal intelligence built on legal knowledge structures and customized digital models for each organization.

The system simulates institutional reasoning, workflows, and decision-making processes to produce legal outputs aligned with internal data, governance requirements, and organization-specific procedures.

AI Engine

Kanaan explained that the Justinian® legal AI engine represents the technological core of the platform. It is a proprietary engine designed to generate professional-grade legal work through a single command.

It has demonstrated strong performance in accuracy, structure, and jurisdiction-specific legal reliability, effectively operating as an intelligent legal professional capable of executing a wide range of legal tasks efficiently while maintaining compliance and governance standards.

Digitizing Justice

Abbas Qabbalan, Co-Founder and Chief Legal Officer, said that HAQQ Legal AI’s mission is to digitize justice and make legal intelligence accessible to all without compromising accuracy or institutional trust.

He emphasized that the company addresses a structural gap in the global legal industry, which exceeds $1 trillion in value yet remains among the least digitized sectors, still dependent on fragmented tools and manual processes that limit efficiency and transparency.

He added that the platform is rebuilding the infrastructure of legal work from the ground up through a system capable of running end-to-end legal operations at scale. It unifies legal drafting, research, review, and summarization with practice management, resource planning, payments and financial workflows, and institutional systems for syndicates, courts, and regulators, in addition to providing legal digital twin systems for large enterprises.
