Problem
The Public Services Improvement Project (IPSP) is one of the projects of the German Cooperation Agency implemented in Egypt, aimed at improving the Egyptian government's efforts toward decentralization and public administration reform.
We work on enhancing service delivery at the local level by strengthening administrative structures and launching or redeveloping citizen service centers. The project focuses on improving public services to address numerous challenges/problems that require ready innovative solutions.
Challenge 1: Gamification of Citizen Complaints – Create an innovative game system aimed at encouraging positive behavior among employees, thereby improving the service provided to citizens in complaint management offices.

Challenge 2: Ration Card for Illiterates – Design an application that makes it easier for illiterate individuals to access public services and obtain the information they need.

Challenge 3: Children and Newborn Disabilities – Design a digital platform that helps parents and caregivers of newborns by tracking and documenting children’s cases and sharing their relevant information.

Requirements and Constraints
Submit a complete application form before the deadline: April 30, 2019, at 11:59 PM.
For the "Gamification of Citizen Complaints" challenge: Please include a video of up to 5 minutes explaining the game mechanics and rules.
For the "Ration Card for Illiterates" challenge: Please include a sample of the application structure – a wireframe or any similar diagramming tool.
For the "Children and Newborn Disabilities" challenge: Please include a layout or sitemap to explain the user experience and how they interact with the platform.

All submissions must be completed by Tuesday, April 30, 2019 at 12:00 AM. Late entries may not be considered.
A reward of 80,000 Egyptian pounds is offered by the GIZ IPSP project for implementing the proposed solution for each project separately. The rewards will be granted in installments, according to the phases set by the innovators based on their work plan. Winners will also receive:
Recognition and support from the GIZ IPSP team through available channels.
Opportunities for future collaboration with GIZ.
Announcement of the winner’s name among GIZ partners.
