Partner Shehata, Attorneys-at-Law. Practicing in the areas of start-up structuring, governance, pre-growth and growth venture finance; international trade agreements – antidumping, subsidies, safeguards and countervailing measures; international business transactions; and joint ventures; and competition laws. 

Previously, Mr. El-Shawarby has rendered legal services, advice and studies, by direct mandate or subcontract, to a multitude of government and development agencies, national and multinational corporates, and multilateral financial institutions, including the International Finance Corporation of the World Bank, the European Investment Bank, USAID, the Egyptian Ministry of Industry and Trade, and the Egyptian Parliament, among others. In 2004-2005, Loay was a visiting fellow with the Middle East Program at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His research interests at CSIS focused on WTO accession and post compliance issues for Middle Eastern countries, as well as U.S. FTAs in the region. Mr. El-Shawarby’s earlier legal career (2000-2004) included advising on investment issues in the Middle East, contracts, and international commercial arbitration. Loay has been a member of the adjunct faculty of the school of management at the American University in Cairo, teaching Business Law (2014 – 2016).

Mr. El-Shawarby maintains ties to the business and social start-up community through serving on advisory boards and/or boards of directors. Currently, he sits on the board of directors of Nebras Technologies, and Abu Erdan Agri, Insanyah Nas Hope, NAWAH Scientific, PayME – Egypt; Wissal – KSA; and appdateme - Canada. Loay is also an active member of the angel investing community, both independently, and through the CairoAngels network - the first angel investor network in Egypt.

Education: LL.M. in International Legal Studies with a concentration in International Trade Law, Georgetown University (2004), where he was elected president of the foreign lawyers’ class (roughly 200 students); Graduate Diploma in Islamic Studies with a focus on Islamic Law and Jurisprudence, the American University in Cairo (2000); LL.B., Cairo University (2000); and a B.A. in Political Science and European World History, the American University in Cairo (1994).

Community and leadership involvement: Mr. El-Shawarby is a co-founding member and formerly a chairperson of the Nahdet El-Mahrousa (“NM”) NGO; team leader, NM Young Innovators Award (“YIA”) incubated project; board member, Healthcare Governance and Transparency Association (“HeGTA”); alumnus, Georgetown Leadership Seminar (“GLS”); alumnus, AIESEC Egypt.

Mr. El-Shawarby is a frequent speaker at national and international foras on issues relating to social and/or business entrepreneurship, science, and innovation entrepreneurship, angel investing; international trade; and international understanding between east and west. Among his addresses was a keynote to the Institute for Cultural Diplomacy, Berlin/Germany - 2009; the American Bar Association, Chicago/USA – 2009; the World Economic Forum, the Dead Sea/Jordan – 2011 and 2015, among numerous others.
